Phytosanitary requirement by Malaysia

To safeguard the country’s agricultural economy and the biodiversity from the ravages of exotic pests, every country has specified phytosanitary conditions so as to mitigate these pests OR otherwise impose restrictions/prohibitions based on scientific justifications. Moreover, every country periodically conducts/reviews the Pest Risk Analysis (PRA) of a commdity before its import and lays down phytosanitary conditions. Most of the countries issues Import Permit or Import Licence incorporating the phytosanitary requirement including the treatment(s). Exporters should procure these requirements and provide to the Treatment Provider. However, some of the important phytosanitary measures required by these countries have been compiled for ready reference with the advice to ascertain the country’s current regulations for details, its completeness and authenticity.

OR

Phosphine (PH3) 5 gm/m3 for 120 hours

(All fumigation treatment must be ventilated at or below TLV of the fumigant before export)

(i)The issuance of this PC is based on the Malaysia IP reference number : JPKxxxxxxxxxxxxx and treatment certificate number : xxxxxxxxxx

(ii)The corn/maize is free from the following quarantine pests :

Insects :

1.Trogoderma granarium (Khapra beetle)

Consignment must be exported within 14 days from the date of PSC issued;
Soya(Glycin max) Methyl bromide @80 gm per cubic metre for 48 hrs.

 

OR

 

Phosphine at 5 gm per cubic metre

For 120 hrs.

(De-gassing before export)

(Same as incase of Maize)

1.    The issuance of this PC is based on Malayasian IP Reference Number:JKPXXXXXXXAnd/or Treatment Certificate No.xxxxxxxx.2.    The consignment is free from Trogoderma granarium (Khapra beetle)  Details is at “Attachment to Import permit

 

Mango  

 

“The Mango fruit were sourced from the area which were free from Mango seed weevil viz. Uttar Pradesh, Gujarat and Maharashtra.” 1. Insist on copy of Import Permit from the Importer for meticulous Compliance;

2. The consignment must be free from soil and pest;

Jute Gunny Bags

(Corchorus capsularis)

Methyl bromide 80 gm/m3 for 48 hours

(Fumigation with MB should not be carried out at temperature below or at 10 degree celcius)

OR

Phosphine (PH3) 5 gm/m3 for 120 hours

(All fumigation treatment must be ventilated at or below TLV of the fumigant before export)

Both IP number and Treatment Certificate number to be mentioned on PSC 1.    Import Permit is issued and its number to be mentioned on PSC by the Issuing authority.

2.    The target of the fumigation must not be wrapped in or coated with material that is impervious to MB.

Onion and Shallot

(Spices)

Methyl bromde 32 gm/m3 for 2 hrs. Import Permit is issued and its number to be mentioned on PSC by the Issuing authority.
Rosa chinensis Methyl bromde 32 gm/m3 for 2 hrs.at or above 20 degree celcius UNDER NAP;

 

OR

Spraying or dipping in 0.3% Benomyl (fungicide) and 1% deltamethrin(insecticide) for 5 minutes(minimum) for pest control purpose.

The consignment is free from the following pest:-

Pernospora sparsa(downy mildew)

1.       Quarantine treatment certificate and Import Permit reference Number should be mentioned on the PSC;

2.       Consignment must be exported within 14 days from the date of PSC issued;

3.       The consignment must be free from soil, pest, diseases, contaminants and regulated articles;

Cover crop seeds (Mucuna bracteata seeds) Fumigation with Methyl bromde 32 gm/m3 for 2 hrs.at or above 20 degree celcius UNDER NAP;

Or heat treatment;

 

The seeds are found not carrying any injurious pests or weeds including Parthenium hysterophorus.

7 Wood (wood mulch, back chip, fuel wood, rubberwood, logs from Longhorn Beetle countries).
8 Soil (stones, sands and minerals (except processed).

1.  Plant products for human consumption, medicinal purpose, manufacturing and processing
